Abstract (ITA)
Il presente contributo analizza i profili di maggior rilievo dei poteri che la Commissione europea potrà esercitare nel quadro del regolamento sull’intelligenza artificiale (AIA). L’oggetto dello studio si colloca nel più ampio ambito della governance sovranazionale della transizione digitale dell’Unione. Il fine è comprendere se e fino a che punto stia avvenendo un cambio di paradigma a questo proposito, in ragione degli obiettivi da conciliare e dei rischi da contrastare. In particolare, l’analisi si focalizza sui poteri normativi e sanzionatori a disposizione della Commissione, oltre che sugli organi istituiti per favorire il processo di “centralizzazione” dell’attuazione del regolamento.
Abstract (ENG)
This contribution analyzes the most important aspects of the powers that the European Commission will be able to exercise within the framework of the Regulation on Artificial Intelligence (AIA). The object of the study falls within the scope of the supranational governance of the digital transition of the Union. The aim is to understand if and to what extent a paradigm shift is taking place in this regard, based on the objectives to be reconciled and the risks to be countered. In particular, the analysis focuses on the regulatory and sanctioning powers of the Commission, as well as on the bodies established to facilitate the process of “centralization” of the implementation of the Regulation.
